Invitation to Bid

  1. The Surallah Water District (SWD), through the approved 2021 COB intends to apply the sum of THREE MILLION FOUR HUNDRED THOUSAND (PHP. 3,400,000.00) PESOS ONLY, being the Approved Budget for the Contract (ABC) to payments under the contract as indicated below. Bids received in excess of the ABC shall be automatically rejected at bid opening.
  2. The Surallah Water District (SWD), now invites bids for the project indicated in the table below. Completion of the Works is required within 120 days from receipt of Notice to Proceed. Bidders should have completed a contract similar to the Project, which must have a value of at least fifty percent (50%) of the ABC. Contract similar to the project must include in its scope of work any surveying instrument-infrastructure multi-purpose design system-integrated RTK GNSS hardware and software with training.     Name of Project : PROCUREMENT OF SUPPLY, DELIVERY, INSTALLATION, TESTING & COMMISSIONING OF SURVEYING INSTRUMENT-INFRASTRUCTURE MULTI-PURPOSE DESIGN SYSTEM-INTEGRATED RTK GNSS HARDWARE AND SOFTWARE WITH TRAINING
    Location : Surallah Water District, Surallah, South Cotabato
    Brief Description : Installation, testing & commissioning of surveying instrument-infrastructure multi-purpose design system-integrated RTK GNSS hardware and software with training.
    Approved Budget for the Contract (ABC) : THREE MILLION FOUR HUNDRED THOUSAND (₱ 3,400,000.00) PESOS ONLY
    Contract Duration : 120 DAYS
    Terms of Payment : Partial Payment of ₱1,900,000.00 after project completion & full payment on January 2022.
  3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”.

    Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.

  4. Interested bidders may obtain further information from Surallah Water District Bids and Awards Committee and inspect the Bidding Documents at the address given below starting March 10, 2021 from 8:00 AM – 4:30 PM, Monday to Friday, except on holidays.
  5. A complete set of Bidding Documents may be acquired by interested Bidders from the address below and upon payment of a non-refundable fee in the amount of PhP 5,000.00 pesos only.

    It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Surallah Water District, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

  6. The SWD-BAC will hold a Pre-Bid Conference on March 18, 2021, 10:30 A.M. at Surallah Water District, National Highway, Dajay, Surallah, South Cotabato. Interested parties who have purchased the Bidding Documents may attend the scheduled pre-bid conference.
  7. Bids must be duly received by the BAC Secretariat on or before March 31, 2021, 1:30 P.M. at the address given below. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

    Bid opening shall be on March 31, 2021, 1:35 PM at the Surallah Water District, National Highway, Dajay, Surallah, South Cotabato. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.

  8. The Surallah Water District reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
