WHEREAS, the SWD Production unit requested for the procurement of construction/drilling of additional 80 meters well depth for the on-going construction of one (1) production well with 120m depth x 250mmø casing located at Prk Manzores, Brgy. Colongulo, Surallah, South Cotabato, details of which were presented in the letter request with attached Electric Log Test Result, addressed to SWD BAC;
WHEREAS, KGD Builders, the contractor undertaking the on-going project, submitted an offer for the said additional work and was evaluated by the TWG/End-user;
WHEREAS, the BAC after evaluation of the request and the offered cost of KGD, recommended the project to be awarded thru Negotiated Procurement for having met the conditions under Sec.53.4 – Adjacent or contiguous of the Revised IRR of 9184, to wit:
“Where the subject contract is adjacent or contiguous to an on-going infrastructure project, provided however that (a) the original contract is the result of a Competitive Bidding; (b) the subject contract to be negotiated has similar or related scopes of work; it is within the contracting capacity of the contractor; (d) the contractor used the same prices or lower unit prices as in the original contract less mobilization cost; (e) the amount of the contiguous or adjacent work involved does not exceed the amount of the on-going project; and (f) the contractor has no negative slippage/delay; provided further that negotiations for the procurement of the contiguous or adjacent work are commenced before the expiry of the original contract”
NOW, THEREFORE, on motion duly seconded, be it,
RESOLVED as it is hereby RESOLVED, to award the project “CONSTRUCTION/DRILLING OF ADDITIONAL 80 METERS WELL DEPTH” to KGD BUILDERS in the amount of EIGHT HUNDRED NINETY-SEVEN THOUSAND SIX HUNDRED FORTY-ONE PESOS & 60/100 (Php 897, 641.60), to be undertaken within Fifty-three (53) days from receipt of the Notice to Proceed
